Police go to school to educate flunking drivers

It only took about five minutes.

A Hamilton police safety blitz designed to keep kids safe in school zones nabbed two alleged speeders and a number of other alleged traffic violators in just a few minutes at a Stoney Creek public school Monday morning.

Protecting All Students Safely (PASS) was launched at R.L. Hyslop Monday and will travel to schools across the city over the rest of the school year, said Const. Chris Camilleri, the project leader.

The project was initiated over concerns of speeding, aggressive driving, distracted driving, illegal parking and failing to stop for school buses and crossing guards.

"There have been a lot of ongoing complaints," said Camilleri, noting speeding and not stopping for school buses topped the list of concerns.

Even with numerous officers in bright yellow coats on the scene, parents were dropping off their children in no-stopping zones during the program launch. That's a $75 fine.

"People just don't realize," Camilleri said after talking to one mother who stopped illegally. "They say they don't know but look, there's a sign right there."

Sure enough, parent after parent dropped their children in the no-stopping zone, each getting a warning from police.

City bylaw enforcement supervisor Ellen Enriquez said it's a common complaint.

"We have zero tolerance (for illegal parking and stopping) around schools," she said. "We are giving out tickets every day."

Enriquez said the presence of bylaw officers seems to do little to stop the trend.

"They won't park there when they see a bylaw officer but the next day they are back again."

Hyslop principal Brian Playfair said speeding in front of his Lake Avenue school is a concern.

"Cars zip around the corner all the time. And if there are cars stopped in front of the school, they don't see them on time."

Camilleri said the program is "just about educating the parents" to keep school zones safe across all areas of the city. He hopes to get to as many schools as he can by June.

"We can't target every school, but we are going to try."

Camilleri urged parents to check signs and become familiar with the drop-off zones at their child's school. He also said all drivers should slow down in school zones.

Rail accidents, suicides claim 300 lives

THE National Railways of Zimbabwe has said over 300 people have lost their lives in the past few years on the country’s rails through either suicide or accidents.

NRZ public manager, Fanuel Masikati urged people to be cautious on the rail and to stop risky behaviour such as ploughing or panning along the railway.

“An analysis of recorded statistical figures of people who died after throwing themselves in front of on-coming trains reveals that from January 2007 to February 2015, the country lost 147 people in suicidal cases, a trend which is very much disturbing,” Masikati said in a statement.

On the other hand, from January 2007 to December 2013, 167 people died and 581 were injured at rail/road level crossings. We therefore, urge all drivers to put on a human face when driving on our roads, so as to protect and save precious and irreplaceable human lives.”

This came at a time when six people were injured when a Nissan Caravan motor vehicle rammed onto a passenger train which was travelling from Chinhoyi to Harare on Tuesday morning at Banket level crossing. According to NRZ the injured people were ferried to Banket hospital where they were treated and discharged.

“It is saddening to note that accidents continue to occur at rail/road level crossings and undesignated rail level crossings, despite the fact that all drivers of both light and heavy vehicles are aware of the need to exercise extreme caution, whenever they are approaching rail/road level crossings, throughout the country,” Masikati said.

NRZ also appealed to motorists and public transport drivers to exercise extreme care and caution when approaching rail/road level crossings and to always observe rules as they were taught at driving schools.

New rule makes wait for driving license longer

People with a learner's license are irked with the state transport department's new rule of making them book a new slot online if they fail the driving test or are absent on the test date. They pointed out that the learner's licence is valid only for six months and the slots for the driving test are already booked for the next four months, which means the wait for a permanent licence is set to get much longer.

Until now, if people failed the test for a permanent licence, they could appear for it again within seven days.

As per the revised norms enforced from March 24, if applicants fail to clear the test or are absent, they will have to apply for a fresh slot online.

"The revised norms are confusing as an applicant will have to go through the entire process of slot booking. Furthermore, an applicant is not sure if he will get a slot in the near future as all slots with RTO are almost full till July. It means, if an applicant fails in the test, he/she will get a licence only after six to eight months," said an owner of a motor driving school.

The same rule is applicable to those applying for a learner's licence, who too will have to longer to appear for the test.

Sources in the regional transport office (RTO) said the revised norms would add to the pendency as not all candidates pass the driving test in one go. Besides, with the test format made more difficult, the number of people who have to reappear for the test is set to go up, which will add to the backlog, officials said.

Nilesh Gangurde, honorary secretary of the association of motor driving schools in the city said the decision would lead to delays and that all the motor driving schools have approached the RTO to seek an urgent solution.

"Licence seekers are going to face hardships because of the revised norms. Every day, about 40% of the candidates fail the driving test or are absent. All of them will try to book slots to reappear for the test, but they are already full for the next four months. Within this period, their learner's licences will expire."

RTO officials said they have not received any fresh instructions from the transport department on the concerns raised by motor driving schools. They admitted there are hardly any slots available till July 2015.

The RTO has introduced an online system to book slots for driving tests for a permanent licence. Earlier, RTO used to conduct about 400 tests every day but now the slots are reduced to 200.
